This project shines a light on the invisible people who keep a city alive. In Mumbai, beyond uniforms, protocols, and bureaucracy, there exists an unorganized network of informers — ordinary individuals who quietly work with the Mumbai Police. They are not on payrolls, not documented, not celebrated. Yet, they are often the first line of intelligence, awareness, and ground truth. The system doesn’t function solely because of governance or hierarchy. It functions because of these unsung heroes, people who observe, listen, risk, and report, without recognition or protection. This film is not about authority. It is about contribution. By shifting focus away from power structures and towards invisible participation, the project questions how systems truly operate, and acknowledges those who make them work, silently, every day.
